Range of Ghosts

Just read:
_Range of Ghosts_, Elizabeth Bear
"silk road fantasy", Celadon Highway
central Asian inspired fantasy. Mongols, assassins, Tibetans? Chinese.
Also bipedal tiger, but not "furry", lack of human secondary sex characteristics is explicitly called out. Sky changes with each culture. part-black protagonist. Lots of strong women.

It's one book in a series. Or, i suspect, like Fellowship of the Ring: first part of what can be thought of as a single long book.
